Does "Subpart P - Hand and Portable Powered Tools and Other Hand-held Equipment" Apply to You?

Subpart P provides the requirements for hand and portable powered tools and other hand-held equipment and applies to many employers in general industry that have machine shops, garages or other work areas where hand and portable powered tools are used. It also provides definitions for this subpart including:

Tool - An explosive-actuated fastening tool, unless otherwise indicated, and all accessories pertaining thereto.

Protective shield or guard - A device or guard attached to the muzzle end of the tool, which is designed to confine flying particles.

Portable grinding - A grinding operation where the grinding machine is designed to be hand held and may be easily moved from one location to another.

If yes, then you need to comply with the general requirements standard, hand and portable powered tools and equipment, general, which includes basic requirements for maintaining the safe condition of tools and equipment used by employees and when using compressed air for cleaning purposes, that it be reduced to less than 30 p.s.i. (reference interpretation dated January 14, 1994). Also reference STD 01-13-001 - Air Nozzle Pressure for Cleaning 29 CFR 1910.242(b) & 41 CFR 50-204B; Clarification of Effective Chip Guarding for guidance and examples of what alternate systems will meet the requirements of this standard, and to clarify its intent.

You will also need to comply with the standard on guarding of portable powered tools. This includes platen sanders, belt sanders, portable grinders, drills, jig saws, routers, planers, shears, saber saws, scroll saws, portable circular saws, pneumatic powered tools and hose, abrasive wheels, explosive actuated fastening tools, rotary mowers, and power lawnmowers. It provides requirements for the different types of tools including switches and controls, removal from service, guarding, tool retainers, inspections, mounting wheels, eye protection, maintenance, tool handling, tool design, operating requirements, shut-off devices, affixed warning instructions, and deadman controls. Also reference the standards on woodworking machinery requirements and abrasive wheel machinery. Definitions include: 

Mounted wheels - Usually 2-inch diameter or smaller, and of various shapes, may be either organic or inorganic bonded abrasive wheels. They are secured to plain or threaded steel mandrels.

Hammer-operated piston tool - low-velocity type - A tool which, by means of a heavy mass hammer supplemented by a load, moves a piston designed to be captive to drive a stud, pin, or fastener into a work surface, always starting the fastener at rest and in contact with the work surface. It shall be so designed that when used with any load that accurately chambers in it and that is commercially available at the time the tool is submitted for approval, it will not cause such stud, pin, or fastener to have a mean velocity in excess of 300 feet per second when measured 6.5 feet from the muzzle end of the barrel.

High-velocity tool - A tool or machine which, when used with a load, propels or discharges a stud, pin, or fastener, at velocities in excess of 300 feet per second when measured 6.5 feet from the muzzle end of the barrel, for the purpose of impinging it upon, affixing it to, or penetrating another object or material.

If yes, you need to comply with the standard on other portable tools and equipment as it includes requirements for using jacks such as lever and ratchet, screw and hydraulic. The requirements pertain to loading and marking, operation and maintenance, inspections, lubrication, repair, and tagging when out of service.

jack is an appliance for lifting and lowering or moving horizontally a load by application of a pushing force.

 

If yes, then you will need to comply with the standard on other portable tools and equipment as it includes requirements for abrasive blast cleaning nozzles. It requires the blast cleaning nozzles to be equipped with an operating valve which must be held open manually. A support must also be provided on which the nozzle may be mounted when it is not in use.
