This Operational Procedure Notice (OPN) establishes and implements the North Carolina Department of Labor (NCDOL) Occupational Safety and Health (OSH) Division’s Special Emphasis Program (SEP) for safety and health inspections where employees may be exposed to amputation hazards on machinery due to lack of guarding and/or the failure to utilize energy control procedures. It references the following standards: 29 CFR 1910.147 – The Control of Hazardous Energy, 29 CFR 1910.212 – General Requirements for All Machines, 29 CFR 1910.213 – Woodworking Machinery Requirements, 29 CFR 1910.217 – Mechanical Power Presses, and 29 CFR 1910.219 – Mechanical Power-Transmission Apparatus.
