Subpart K provides the standards for portable air receivers, and other unfired pressure vessels, drums and containers. According to scope and application of this subpart, these standards apply to ship repairing and shipbuilding but not to shipbreaking.

If yes, then you need to comply with the standard on portable air receivers and other unfired pressure vessels. This standard provides requirements for unfired pressure vessels to be marked and meet design and construction standards of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code. It also provides requirements for safe working pressures, a certification record of examinations and tests, and quarterly examinations by competent person. Also reference drums and containers for more requirements pertaining to pressure vessels that contain toxic or flammable liquids or gases. 

Competent person means a person who is capable of recognizing and evaluating employee exposure to hazardous substances or to other unsafe conditions and is capable of specifying the necessary protection and precautions to be taken to ensure the safety of employees as required by the particular regulation under the condition to which it applies.

It provides the requirements for pressure vessels, containers and drums that contain toxic or flammable liquids or gases, having fire extinguishers available, and relief valves for temporarily assembled piping systems that contain hazardous liquids or gases.
