Does "Subpart H - Tools and Related Equipment" Apply to You?

Subpart H provides the standards for portable electric tools, hand tools, abrasive wheels, powder-actuated fastening tools, and internal combustion engines. Do employees use portable electric tools? If this subpart applies to you, then you also need to comply with the standard on general precautions. If yes, then you need to comply with the standard on portable electric tools. It provides requirements for grounded frames, grounding circuits, switches that have to be manually held in a closed position, and not using tools with frayed or worn cords.

If yes, then you need to comply with the standard on hand tools. It provides requirements pertaining to not using unsafe hand tools, not using wrenches (i.e., crescent, pipe, end, socket wrenches) when jaws are sprung, impact tools (i.e., drift pins, wedges, chisels) kept free of mushroomed heads, and keeping wooden handles tight in the tool and keeping them free of splinters or cracks.

If yes, then you need to comply with the standard on abrasive wheels. It provides general requirements for floor stand and bench mounted abrasive wheels, floor and bench mounted grinders, using safety guards and safety flanges, inspections, maximum wheel speed, and use of eye protection.

If yes, then you need to comply with the powder actuated fastening tools. This standard applies to ship repairing and shipbuilding only. It includes general requirements (i.e., testing, guards, personal protective equipment) along with operator instructions.

If yes, then you need to comply with the standard on internal combustion engines, other than ship's equipment. This standard applies to ship repairing, shipbuilding and shipbreaking and includes requirements for exhaust, exhaust line joints and connections, and tests for carbon monoxide by competent person.

Competent person means a person who is capable of recognizing and evaluating employee exposure to hazardous substances or to other unsafe conditions and is capable of specifying the necessary protection and precautions to be taken to ensure the safety of employees as required by the particular regulation under the condition to which it applies. For the purposes of confined and enclosed spaces and other dangerous atmospheres in shipyard employment, the competent person must also meet the additional requirements contained in the competent person standard (i.e., designation, skills, knowledge, recordkeeping).
