This OPN establishes and implements the NCDOL’s Special Emphasis Program (SEP) for safety and health inspections where employees may be exposed to struck-by hazards. This SEP is intended to reduce occupational injuries and fatalities associated with struck-by events by focusing on employers’ control measures, worksite organization, equipment operation practices, and material handling procedures.
