Memo - Monorail Hoists Enforcement Policies

The memorandum recognizes that monorail hoists (1926.554 - Overhead Hoists) need to be revisited through rulemaking and sets forth criteria for enforcement discretion under certain conditions which include both construction and general industry applications.
