CPL 02-00-154 - Longshoring and Marine Terminal "Tool Shed" Directive

PDF • 1.32 MB - April 09, 2021

This federal instruction provides guidance concerning the application of occupational safety and health standards in longshoring and marine terminals activities. Also, this instruction provides current information and ensures consistent enforcement of OSHA’s marine cargo handling industry standards (29 CFR Parts 29 CFR Part 1917 - Marine Terminals and 29 CFR 1918 -Longshoring).

In North Carolina, the OSH Division has authority to cite employers engaged in public sector marine terminal operations. The U.S. Coast Guard regulations do not preempt the OSH Division from citing these employers, however on inspected vessels, the OSH Division has no authority to cite the owner or operator of the vessel with respect to any working conditions of seamen (crew members), regardless of the work they are performing. Note: The OSH Division does not have enforcement jurisdiction for the longshoring standards.

Also reference the NC FOM Chapter 18 - Maritime Inspection Procedures.  Additional resources and information can be found on the safety and health topics page.
