This directive establishes enforcement policy for the standard on Process Safety Management of Highly Hazardous Chemicals, 29 CFR 1910.119, and references to 29 CFR 1910.119 in 29 CFR 1926.64 – Process safety management of highly hazardous chemicals and 29 CFR 1910.109 – Explosives and blasting agents. CPL 02-01-065 cancels CPL 02-02-045A (REVISED) – 29 CFR 1910.119, Process Safety Management of Highly Hazardous Chemicals – Compliance Guidelines and Enforcement Procedures. This new directive includes a compilation of questions, references to applicable Letters of Interpretation or standard interpretations addressing the question, and current OSHA compliance guidance. It is formatted as a question and response, with some questions having a scenario preceding it to provide context for the question and response.
