On February 24, 1992, Federal OSHA promulgated a new occupational safety and health standard for General Industry (Federal Register). This new standard, Process Safety Management of Highly Hazardous Chemicals - 29 CFR 1910.119, became effective May 26, 1992.

In response to a joint petition filed by the Chemical Manufacturers Association (CMA), the American Petroleum Institute, and the National Petroleum Refiners Association (NPRA) and a petition filed by Union Carbide Chemicals and Plastics Company, Inc., federal OSHA has administratively stayed the following paragraphs of the Process Safety Management Standard until August 26, 1992: paragraph (f) - operating procedures; paragraph (h) - contractors; paragraph (j) - mechanical integrity; and paragraph (l) - management of change.

This administrative stay, which affects the compliance dates for the above paragraphs in the final rule at 29 CFR 1910 Subpart H was adopted by reference in North Carolina by the Commissioner of Labor with an effective date of June 22, 1992.
