On August 22, 1994, Federal OSHA issued technical amendments (Federal Register) to the Hazardous Waste Operations and Emergency Response standard under 29 CFR 1910.120 and 29 CFR 1926.65. These amendments are to the Hazardous Waste Operations and Emergency Response standard which originally became effective on March 16, 1990. The technical amendments update reference sources listed in Appendix B "General Description and Discussion of the Levels of Protection and Protective Gear" and adds a non-mandatory Appendix E "Training Curriculum Guidelines." Appendix E gives suggestions for more effective training programs and curriculum. Mandatory requirements for training are set forth in the body of the rule itself. These amendments to both 1910.120 and 1926.65 became effective on the federal level on September 21, 1994. This final rule found at both 29 CFR 1910.120 and 29 CFR 1926.65 was adopted verbatim in North Carolina by the Commissioner of Labor with an effective date of November 1, 1994.
