On November 14, 1990, Federal OSHA published a new occupational safety standard for the construction industry (Federal Register). The new Safety Standards for Stairways and Ladders Used in the Construction Industry revises and relocates the existing provisions for stairways and ladders from existing Subpart L - Ladders and Scaffolds and Subpart M - Floors and Wall Openings and Stairways, into Subpart X. This new federal final rule at 29 CFR 1926 Subpart X has been adopted verbatim in North Carolina by the Commissioner of Labor with an effective date of March 1, 1991.
